I didn’t hear it. I just remember that he said he won’t do it on NCIS when the show was in its first two seasons.
Actually, he said that one of the things he found so interesting about the real NCIS was that there were so many agents married to each other and that he wanted to explore that on the show. Judging from the way he first tried with Kate/Gibbs and later Kate/Tony to force some chemistry, I am pretty sure he *was* trying to go there very early on.
